Abstract
Human resource management is considered one of the most important functions of management, due to its focus on the human factor, which is the most valuable resource for the administration and the most influential in productivity at all. It is no longer a routine activity practiced at the bottom of the administrative hierarchy. Rather, it has become one of the basic tasks that are practiced at the highest functional levels, as its activity has expanded to include participation in setting public policies and strategic planning for the institution.
