CENTRALIZATION OF ADMINISTRATIVE DECENTRALIZATION IN LOCAL MANAGEMENT SYSTEMS: (THE LIBYAN CASE IS A MODEL)

Özet

Administrative decentralization raises many problematic most notably these issues regarding the extent to which payment laws of local management requirements of administrative decentralization and the relationship that connect between these departments central authority and local administration laws they are often linked to the political mindset and ideology prevailing in society they are chosen according to those concepts and multidisciplinary so research this study which was taken from the Libyan case of conceptual framework model administrative and distinguish them from others for similar and similar terms and the reasons for the trend toward decentralized management in addition to trying to evaluate the Libyan experience trough pure evolution local governance to the law 59 for year 2012 on local governance and amendment law N9 for year2013 and the study was based on a method self-review which is methodological building as analysis for based on national legislation therefore concluded through it a necessity on units decentralized local administration from the exercise it is competence in practice with the role of central authorities must be limited typicality the ministry of local government this has adversely affected the in dependence of decentralized administrations.
