TARIMSAL KOOPERATİFLERİN FAALİYETLERİ ÜZERİNE BİR ARAŞTIRMA: İSPİR ÖRNEĞİ

Özet

Bu çalışmada, Erzurum İli İspir İlçesi’nde bulunan tarımsal amaçlı kooperatiflerinin mevcut durumları ve faaliyetlerinin nasıl ve ne şekilde yürütüldüğünün tespit edilmesi amaçlanmıştır. Bu amaç doğrultusunda çalışmada, bölgede bulunan tarımsal amaçlı kooperatiflerin ortaklarının ortalama %65.00’i ile anketler düzenlenmiş, düzenlenen bu anketlerden elde edilen veriler 1163 sayılı Kooperatifler Yasası ve 1581 sayılı Tarım Kredi Kooperatifleri ve Birlikleri Yasası’na göre kurulan kooperatifler şeklinde ayrılmış ve bu bilgiler özet tablolar haline getirilmiştir. Bölgede, mevcut tarımsal amaçlı kooperatiflerin faaliyetlerinin son derece sınırlı olduğu, bazılarının faal olmadığı, özellikle devlet desteğini alan tarım kredi kooperatifleri dışındaki diğer kooperatiflerde bu durumun daha da kötü olduğu sonucuna varılmıştır.

Abstract

In this study, it is intended to determine the current situation of agricultural cooperatives located in the Ispir district of Erzurum Province and how and in which way they carry on their activities. Surveys were conducted to this end in the study with approximately 65.00% of the partners of the agricultural cooperatives in the region and the data obtained from these were classified under two categories as the co-operatives established under the Cooperatives Act number 1163 and the Agricultural Credit Cooperatives and Associations Act number 1581and the received information have been summarized as Charts. It has been concluded that the activities of existing agricultural cooperatives in the region are extremely limited, some of them are not active and especially the situation of cooperatives other than the agricultural credit cooperatives that receive state aid was even worse.
